Nurse Licensure Compact (NLC) states are states that have entered into an agreement allowing nurses in one state to practice in states that are part of the Compact. This allows for a broadening of nurse mobility and improved access to care across states. The Nurse Compact is intended to increase access to healthcare by eliminating barriers, such as licensure requirements, that can impede a nurse’s ability to move from one state to another. Through this agreement, nurses can work in multiple states without having to obtain additional licenses or educational training specific to each state.

Nurses certified by the Compact only need to meet the requirements of their home state. Compact nursing states also abide by the Nurses Bill of Rights, which provides nurses with legal protection and rights when working outside of their home state.
With the increased availability of qualified nurses due to Compact states, patient quality of care and safety is being improved, as well as it offers greater healthcare access for those living in rural areas that may have limited medical resources. In addition, Compact states will generate cost savings due to reduced paperwork processing for licensure and offer improved communication between states.
Compact states are becoming more common and recognized as a way of providing additional resources while improving healthcare delivery systems throughout the United States. Currently, there are 25 states that have adopted the Compact states program in some form, although not all states follow the same guidelines and regulations regarding nurse mobility. The list is growing. It is important for nurses to understand which states they may be permitted to practice in under this Compact, as well as any other requirements imposed by each state’s board of nursing, to maintain compliance.
